New night time danger for cats?

I've been reading about certain local councils turning off street lights in a effort to save money and it's only a matter of time before that becomes UK wide. It's bad news for those of us whose cats can roam at night as it's bound to increase the risks of them getting hit by cars/bikes.

Haven't heard about this, can you imagine the opportunities for rogues and thieves.
Think the brighter the collar the better if this comes into practice, bad enough for any cat but especially the black ones.
